The web-php repo does not have an explicit source code license.

Github generally expects to find repo licenses in LICENSE.md or LICENSE.txt; currently it's finding license/index.php and presenting that in the repo homepage, with less-than-perfect results:

(This is the website copyright, not a code license.)

PROPOSAL: Add a LICENSE.md file to the repo root specifying a clear (permissive) license for the source code in the repo.

Motivation: We'd like to adapt supported-versions.php and images/supported-versions.php for the Public Knowledge Project / Open Journal Systems, and we'd like to be sure that we have permission to do that.)
