Neural Network Implementation in JavaScript with stdlib

Description

This project is an implementation of a neural network in JavaScript using the stdlib library.
Wine-quality dataset was used for demonstation.
Neural Network contains 1 hidden layer with 17 nodes and 1 output layer with 10 nodes.
