Includes docstring formatting to reduce the number of error codes
that had to be silenced for pydocstyle to be happy.

* Run `pydocstyle` in pre-commit
* Remove pydocstyle settings from `setup.cfg`

Includes docstring formatting to reduce the number of error codes
that had to be silenced for pydocstyle to be happy.
