Turn Formatter back on for saml2 samples

The format task was disabled as part of #127 as it had difficulty resolving the dependency graph once projects included identity-provider source directories in their project.

This ticket should investigate how the projects need to be rearranged to allow the formatter to run, or perhaps this is a potential improvement for Spring JavaFormat.
