This breaks tests in c7n-left 0.3.27, but has no effect (as expected) in 0.3.28.
This brings in a number of upstream updates from tfparse & trivy, notably the ability to properly evaluate Terraform modules that contain a `removed` block.

Pull in the latest c7n-left/tfparse versions, which have fixes from upstream trivy.
This brings an important fix that allows sinistral to evaluate Terraform modules with
removedblocks.The first commit in this PR adds
removedblocks to the existing test modules, which breaks tests before the c7n-left dependency update.
