refactor: Update hook docs with cookbook section + adding example for tool count limiter

Description

Add a cookbook section with useful hook examples including:

1. Fixed tool arguments
2. Limiting the # of times a tool can be called

The first example already existed but the second example is new but also requested by users

Notes

I'm not entirely convinced the Cookbook makes sense, but I don't want to bloat out the main content of the page with a bunch of examples - open to ideas/revision though.

When we have the site-revamp, I'd like to have a dedicated CookBook/Recipes top level section where all of the examples would be instead.

People have asked for examples of this + a cookbook section makes more sense than bloating out the entire page.
