Update Homepage customization page to add layout customization tips

What does it do?

This PR adds a new section to the ToolTip on the Admin Panel's customization section to let users know how to customize the layout of their admin panel's homepage.

We'll probably have to wait before merging this one, until the feature/product update is live for users. So you can:

• either assign yourself to the PR, and merge it when it's ready for release (you'll have to remove the flag: merge pending release to allow the merge),
• or assign me/ask me to assign myself, and ping me when we should merge it.

(In short: in the docs repo, the assignee is the person responsible for merging the PR.)
