This is a similar fix to swiftlang/swift-corelibs-foundation#5204 but for
FoundationInternationalizationinstead ofplutil. SpecifyingCharacterexplicitly here avoids attempting to link a RegexBuilder symbol instead of the symbol from the standard library.
