Addresses Issue #391: Steps that re-use objects should specify the relevant settings object/Javascript Realm
Assigns a specific ("relevant") JavaScript realm to objects that may be created in one browsing context and later vended to another. The default ("current") realm is used for objects that are constructed anew each time.
