why do closed captions keep pretending english is the only intelligible language? when a character speaks spanish what exactly is forcing your hand to transcribe it as "[speaks foreign language]" rather than "Si"

In American produced media its litteraly a union dispute, as I understand it: most studios don't recognise unionised translators, so the subtitle-ers who are protected by the writers Union (as what and how you caption things is a creative choice) refuse to translate out of solidarity. I believe its that: studios would rather [speaks foreign language] than pay Union rates for translation.
