I think it's alright to plan for the jam, just as long as you don't start working on the game itself (programming, art, audio, and so on...), you should be fine.
I could be wrong tho, this is all based of what they said in their FAQ: " Submissions for the jam should be original. Most of the game should be created during the jam. Games made specifically for the jam are preferred, but other games are accepted if they comply with the rules of the jam and timeframe.

I'll assume "most" means planning before the game jam is allowed lol. Also, since there's no concrete theme, planning should be expected. Again, could be wrong.
I've got a pretty cool and unique idea for a horror game and I'm putting together a team of pretty cool people to bring this idea to life. Thanks for playing!!! Yeah I was constantly switching between adding that and not adding that lol, so I just decided to make it so you can right click to immediately go back to your scale gun. I didn't let the player know they could do this in-game (my bad) but it's there in the controls list on the game's page. Thanks again for playing! :)
