the game will not be available for purchase on steam until it gets finished according to the dev
There's no shame in doing a paid early access as long as the dev can guarantee commitment and progress
it's mainly due to the dev of wanting to have a finished product before releasing it there, plus the dev is more than fine with the current itch.io / vorecade and patreon releases
