Because of the civil war and the New Mandalorians abandoning adoption and induct traditions many souls who were meant to be Mandalorians never came to be. Instead, they were born as clones.
But in the universe where the True Mandalorians stayed in power and Jango did not have the vendetta against jedi, clones were never born except they were but as Mandalorians.
