If you're looking for an anime that has action, adventure and many other genres you can find on this list that actually has romantic development between MC's and not that implied crap, then you've come to the correct place!
I have seen all these anime and have confirmed myself that they actually have romantic development, although note that not all of them are on my list.

IMPORTANT NOTE
In no way would the following anime's main focus be romance. What I mean is that there is actual romance, but the focus of the plot is something else. For example, anime such as Toradora will not be here since it's main focus is romance. However, anime such as Sword Art Online will be since although there is very evident romance, its main focus is something completely different.
Also, this thread contains some very light spoilers that shouldn't affect your viewing experience at all, so I wouldn't worry but I'm not going to take any chances.

[+] Cross Ange [Action, Sci-Fi, Mecha, Romance] [25eps]
[+] Romance starts about 1/3 of the way through. There is some Yuri between side-characters. MC's kiss many times and sex is very obviously implied but isn't shown. Overall the plot is unique and unexpected and is personally one of my favorite anime. Another great original creation by Sunrise. If you liked Code Geass then you will like this.
[+] Sword Art Online [Action, Adventure, Fantasy, Game, Romance] [49eps, movies and specials]
[+] Romance starts pretty early on and is a strong focus for a few episodes, but it's kind of almost forgotten for the rest of season one and two, which was kind of disappointing. But, it's definitely there throughout the whole thing and it's a pretty good watch for newer anime fans.
[+] BTOOOM! [Action, Sci-Fi, Psychological, Romance] [12eps]
[+] Nice anime, the romance develops about halfway through. Very unfortunate that it won't get a second season. It's also a "survival" anime if you like that stuff. Highly recommend the manga if you seriously want to find out what happens next. But even then, the manga has been ongoing for YEARS and is going very slowly which is a real shame, since it really is something different.
[+] Mahou Sensou [Action, Fantasy, Magic, Romance] [12eps]
[+] There's definitely romance, but the whole anime is ruined by the ending. Honestly, it was going really well and would've become massively popular if the ending didn't f*ck it all up. Even after reading this it's your risk to watch it. If you don't mind the absolutely horrible ending then I guess you could give the anime a go.
[+] Rakudai Kishi no Cavalry [Action, Romance, Ecchi, Magic] [12eps]
[+] Straight up, this anime has lots of action and very early romance. This may be exactly what some of you are looking for. MC's get together in episode 4 and their relationship becomes serious a few episodes later. In the last couple episodes, the MC is literally fighting to save his girlfriend and it's super cute, definitely worth a watch. Seriously hope a second season comes out.
[+] Kiseijuu: Sei no Kakuritsu [Action, Sci-Fi, Psychological, Horror, Romance] [24eps]
[+] Romance is never the main focus, but it's plainly obvious. It's more focused on the horror and survival elements, so don't go watching this anime expecting a long three-minute intimate kiss scene, but do go expecting some light but obvious romance to balance the pretty gory nature of the anime.
[+] Sousei no Omnyouji [Action, Magic, Supernatural, Romance] [50eps]
[+] Classic "girl falls from the sky" cliche and one of my personal bests. Again, the main focus of the anime is heavily on the plot, but the romance is there to balance the mood. The MC's kiss in the final few episodes and unfortunately there's not much direct romance during the show, it's more of the MC's feeling embarrassed and cute when they are together. However, it's clear that they like each other and you will not find a show this long like this, so I highly recommend it.
[+] Shakugan no Shana [Action, Drama, Fantasy, Supernatural, Romance, School] [76eps, specials and spin-offs]
[+] If you're looking for a very long anime then there you have it. But, I wouldn't watch it expecting heavy romance. It's implied in the first two seasons as the MC struggles between 'Shana' and his "childhood friend". The final half of season three is where it's at! MC's kiss on one of the final few episodes, can't remember which one.
[+] Tokyo Ravens [Action, Superpower, Comedy, School, Romance] [24eps]
[+] Loved this anime, was one of the first ones I watched. Romance isn't the main focus but the MC's share their feelings and a kiss in the final few episodes. This a romance between cousins btw. I don't mind it at all and it's not taboo in Japan so I don't see any problem, but obviously, not everyone shares the same view as me, so don't watch it if you don't really like incest.
[+] High School of the Dead [Action, Horror, Supernatural, Ecchi] [12eps]
[+] Looking back now I don't think I would like this anime if I re-watched it for reasons I'll explain below, but first some info. There's obvious romance and plan ecchi, so if you're as shallow as that give it a go, but here are some reasons I would not recommend this anime. The MC likes the girl, but honestly, she's a bitch. There's also another girl who likes the MC and at one point the MC got 'intimate' with her too, so the MC isn't that great of a guy either. The boobs bounce more than a basketball and they are bigger than their heads. There's nothing wrong with that if you're an ecchi lover, but all of this stupid fanservice justs DOES NOT WORK with the deep, horror-y themes of the anime. I don't know if the mangaka was trying to send a different message, but I think he failed. So yeh, if you're that desperate for a romance anime than give this a go, but I'd seriously leave this at the end of your list. Fortunately, the anime isn't getting a second season and the manga is discontinued due to laws in Japan that stopped the production of post-apocalyptic anime after some earthquakes and tsunamis claimed lives. That law is no longer in place but the author of HoTD has shown no interested in continuing the series. I'd rather watch Twilight than this.
[+] Code Geass: Hangyaku no Lelouch [Action, Mecha, Military, Superpower, Romance, School] [50eps, upcoming seasons and movies]
[+] This is the definition of a masterpiece. Romance is clearly not the main focus but the relationship between the MC and the 'third' MC develop strongly in the second season. This anime is also very tragic, so I wouldn't go watching this expecting a happy story. No, the MC's do not die, but many side-characters die and it's honestly depressing. Especially a certain death in season two. This anime reflects on human relations and just how far the world is ridden with crime, poverty, and oppression. It's set in the same time-era with VERY similar politics to current world relations. LIGHT-ISH SPOILER - Contradictory to what I just said, the MC does die, but the upcoming season is titled Code Geass: Fukkatsu no Lelouch, which means "Revival of Lelouch", which obviously means he will come back to life anyways.
[+] Higashi no Eden [Action, Sci-Fi, Mystery, Romance, Thriller, Comedy] [11eps, movies]
[+] One of the most unique anime plots ever. Romance isn't the main focus in the anime series, but there's plenty in the movies. The MC's also share some kisses which were absolutely beautiful. However, don't think that this is all light-hearted, it gets very dark at certain times, but don't let that stop you from watching it.
[+] Hakuouki [Action, Historical, Romance]
Drama, Romance, Samurai] [34eps, side-stories, and movies]
[+] First historical drama on this list, and a brilliant one! The main focus isn't romance, but when the theme does change to be more romantic it's amazing. MC's kiss once or twice very dramatically. Did I mention drama? There's a lot of drama if you like that stuff. Personally, I found it to be a great anime that was worth the watch, but I wouldn't consider it a favorite.
[+] Shinsekai Yori [Sci-Fi, Mystery, Supernatural, Horror, Romance, Drama] [25eps]
[+] Depressing. As. Hell. The anime is very god damn slow and boring for the first 12 episodes, but this was just to scare the living sh**s out of you during the second half. There's plenty of romance throughout, but seriously I've warned you, it's DEPRESSING. Although it has a generally happy ending, you're still traumatized from what you've seen in the anime. Don't watch this if you're already sad, since I will literally be concerned for your well-being if you watch this. I'll warn you again - d-e-p-r-e-s-s-i-n-g.
[+] Busou Renkin [Action, Fantasy, Supernatural, Romance] [26eps]
[+] If you're looking for a short and sweet version of shows like Naruto and DBZ, then this is what you should be watching. It's general style and theme gives off a very similar feel to those shows. I can't really explain it in words so you'll have to watch it to understand. It's kind of that 'the hero always wins' feeling. Overall brilliant anime and plenty of romance. MC's kiss at some point in the second half while saying some romantic stuff. Seriously needs more recognition and the OPENING IS CATCHY AS HELL! Also, the ending is very happy. If you want to stay in a happy mood then watch this instead of Shinsekai Yori.
[+] Campione! [Comedy, Ecchi, Harem, Magic, Romance] [13eps]
[+] This is the type of anime that makes you laugh when you're reminded of it because you enjoyed the show so much, but not one of those anime you go super passionate about when you're arguing over what the best anime is. Overall, Campione! is light-hearted and the MC must kiss girls to activate his power. But, in the end, he chooses a girl in a very intimate and long kissing session.
[+] Zetsuen no Tempest [Action, Mystery, Psychological, Drama, Magic, Fantasy, Romance] [24eps]
[+] Do you have an anime that you like because of stunning animation? Then it's about time you have one for absolutely beautiful dialogue. The whole anime was inspired by Shakespeare's "The Tempest", but with added modern elements and extra things. We all know MC's from anime that are known for their out-of-this-world superpowers and crazy abilities, but what happens when you get an actually ordinary boy and give him the power of words? This is exactly what Zetsuen no Tempest is. There's plenty of romance and it's the most unique anime I have ever seen. If you're a person who is bored easily don't watch this, because there are long exchanges of dialogue, but if you're willing to do all the reading, you will find one beautifully narrated anime.
[+] Eureka Seven [Sci-Fi, Adventure, Romance, Drama, Mecha] [74eps, movies and spin-offs]
[+] This show has won many awards and is definitely recognized by most fans. The MC's relationship develops throughout the anime and they do eventually share a kiss. The anime is light-hearted but can become very emotional at times. Overall a nice and sweet anime.
[+] Kyoukai no Kanata [Supernatural, Fantasy] [12 Episodes + Movie sequel + Special prequel]
[+] Romance is always there budding from the start as they interact and all characters are fun to watch with their interactions with each other. It has a greater plot apart from the slice of life-ish start that keeps it immersing and as for romance you can see them getting closer over the course. There is no kiss but by the end of the movie, they are together.
[+] Dusk maiden of Amnesia [Horror, Mystery, Romance, School, Supernatural] [12 Episodes]
[+] Even this has a cute start where you see the characters first and then it dwells into the horror/mystery part. It is small so nothing is rushed and it is very interesting to keep you watching and lots of development between the MCs. They kiss at the end and are together
[+] Charlotte [Drama, School, Super Power] [13 Episodes]
[+] The romance develops pretty late, like towards the end. It is actually very sidetracked but there is a clear confession and them getting together so I guess it can count. The romance isn't very integral part of the story but you can see them getting together along together nicely throughout the series so it is there just don't go in expecting a lot of focus on it
[+] Inuyasha [Action, Adventure, Comedy, Demons, Fantasy, Magic, Romance, Shounen, Supernatural] [167 + 26 Episodes]
[+] This is actually very cliched and lots of unnecessary drama lol. With love triangles and all that. It has a good amount of romance tho, it even has a side couple which is also cute and fun to watch. The main couple gets together in the end, both the couples married I think cause they don't have time during the series as the main focus is on them fighting a demon. Just a warning, it is very dragged, the plot and everything as you can see the number of episodes but if you don't mind those type of shounen then goes for it.
[+] Zero no Tsukaima [Action, Adventure, Harem, Comedy, Magic, Romance, Ecchi, Fantasy, School] [13+12+12+12 Episodes]
[+] I have to start by saying that this has one of the most annoying Tsundere ever. So if you don't like tsundere girls you should steer clear. It also has an annoying Harem to add to that. As for romance, there is a lot of development despite how she is. They even get married, so it has everything in the romantic development department. So you can try it if you want, my opinion is my own you can check it out yourself.
[+] Steins;Gate [Sci-Fi, Thriller] [24 Episodes + Movie sequel]
[+] Although without action, this show definitely deserves a spot on this list. It is an amazing series which reflects it being in top 5. Along with having an immersing plot it also has them getting closer throughout the series and they also kiss in the series. So it has everything you could ask for.
[+] Rurouni Kenshin [Action, Adventure, Comedy, Samurai, Historical, Romance] [94eps]
[+] An epic samurai masterpiece. This anime has everything - love, hate, friendship, vengeance - you name it. A real tear-jerker and one of the saddest but captivating endings of all time.

Romance between Master and Servant. Don't worry, there's a love confession. But the anime has a bittersweet ending... The VN adds (a more happy but sad at the same time ending) the True End for the Master and Servant.
[+] Fate/stay night: Unlimited Blade Works (2014 anime) [Action, Supernatural, Magic, Fantasy] [24eps]
[+] Same as the above but this time follows the Unlimited Blade Works route, where there's a romance between Master and Master instead. Compared to the original, the original (Fate route) has more romance since this route is more action-oriented. Love confession and the anime ends happily for the couple.
[+] Shingeki no Bahamut: Virgin Soul [Action, Adventure, Demons, Supernatural, Magic, Fantasy] [24eps]
[+] It's about a girl who travels to the capital city, where there are a lot of societal problems. Also, there are dragons. There is definitely romantic development and plays a key part in the plot.

Romance doesn't play a very integral part but you can see it is there from the start and they get together at the end after everything is settled.
[+] Kaze no Stigma [Action, Romance, Fantasy, Magic, Shounen] [24eps]
[+] Story focuses on a young male named Kazuma who was banished from his clan four years ago from anime's setting date because he couldn't use fire magic. He changed his name from Kannagi to Yagami, and now is the contractor of the wind spirits. Slow paced but good romantic development throughout the anime.
[+] Tsuki ga Kirei [Romance, School] [12eps]
[+] A well-developed anime with proper character development that goes around dealing with issues such as learning and helping each other. I mean it's one of those rare anime which does not beat around the bush by taking a whole season to only show misunderstanding among the cast and then end the anime with a confession. Tsuki ga Kire actually goes beyond that and delves more into the development of the relationship. Do watch the ending song of each episode there's a snippet about other characters relationship and it's hilarious.Also, the last one provides a complete and Happy ending to it
[+] Shouwa Genroku Rakugo Shinjuu [Drama, Historical, Josei, Romance] [25eps]
[+] This anime can easily compete with Clannad, as it also has the same quantities of brutal romance. Overall a nice story and its plot isn't something you see every day. Lots of cute, general romance between the characters. However, it's quite a sad story, so be careful about that.
[+] Itazura na Kiss [Comedy, Romance, Shoujo] [25eps]
[+] One of my favorite romance anime of all time. It's sweet, tear-jerking, and most of all, realistic. The romance starts at the end of the MC's school life and continues on through college and work. Every aspect of romantic life is dealt with, such as cheating, commitment etc... It's a very happy and cute ending and I really think you will enjoy this anime.

[+] At first you may not like this anime, but after a few episodes I'm sure that you will be hooked! Very similar to the one above, this anime covers all aspects of a relationship and how young people deal with their dreams and ambitions while managing their own private life. *According to MAL, this anime has a prequel called Gokinjo Monogatari which has 50 episodes. However, I can't seem to find any relation between the two anime, so this may be a MAL DB mistake.

Yep, I did. I've been so frustrated looking for anime where there is romantic development but it isn't the main focus. Decided to make this list for people who are in similar situations as me.
A list really helps people looking for this type of anime. I'd like to help add to this but how much development is acceptable? Is them becoming a couple being a concrete fact enough? Or does it have to go further like few of the mentioned above (kiss, sex etc)?

There are rather many like Baby steps - Beck(Music) also is somewhat like that but there is a bit twisted development in it.

Yeah, there's definitely development, and it plays a rather key part in the plot. No idea why it isn't listed as one of the genres. I want to avoid spoilers, but if you want to know more, feel free to PM me.
