I'm not sure how to get villas. i create a 2x2 space, but it won't even upgrade to village house. And when I do get it to wealth village house and start clearing away housed nearby it just downgrades to wooden hut. What gives?

Hi, First time playing through and I'm running into a wall. From the very second I unlocked buses, there were SO MANY parking lots throughout my city. Houses keep being automatically changed to parking lots, causing other houses to downgrade from suburbs to village houses.
