I’d also like to see Adam. But Penny is more important, because we need the robo waifu quartet to be completed.

Actually, Mori said in an interview that he wants to see another RWBY character make it into BBTAG, but it all comes down to whether or not there's enough support from the fans. While most of the staff want to Penny to be added, notably, Mori wants to add Adam, of all people.
