A lot of urbanists are talking about the Vienna model right now, bhy which they mostly mean city govts buying cheap peripheral land and developing it with a mix of subsidized/market-rate apartments when the land becomes valuable. But a key part of making that public housing work is that Vienna prioritizes a diversity of wealth within apartments. There’s upscale, expensive units in the same building as rent-controlled units.
And the goal of this is explicitly to ensure that the maintenance of these apartments has support from all socio-economic classes. Rich and poor also live in the same neighborhoods, spreading this kind of benefit beyond the apartment itself.
