Every time I try making an all-encompassing Deltarune plot prediction/theory, I run into this same damn issue: What the hell are Gaster's motives? Seriously. It may seem like an inconsequential question, but he literally created the Prophecy! He is the puppet master of every single event we see, and yet it's so hard to figure out what he's hoping to achieve.
Given Deltarune's strong "freedom" themes, alongside the fact that the "Freedom Motif" is literally just a sped up Gaster's theme, I think it's safe to say that Gaster desires freedom. But, freedom from what exactly? You may be saying "the Depths, duh," but that doesn't seem very likely to me. Not only does Gaster seem to get some kind of pleasure out of manipulating Deltarune's world, but he's presumably aware of our world in some form.
Given these pieces of evidence, you may then be inclined to say, "Alright, then maybe he's trying to ascend into our reality?" While I'm personally aligned more with this interpretation, something about it still feels very... off. Mainly, this would bring into question why he wants the Roaring to briefly occur, seeing as it originates from his location, the Depths, and would presumably throw him (and Dess) into Deltarune's world. So perhaps it really is as simple as him no longer wanting to be shattered across time and space.
