Proposed Student Visa Hike will Cost Thousands of Australian Jobs

On Sunday morning, the leader of the Liberal Party announced his party will raise the student visa application fee by between 56% and 212% and cut international student numbers by 80,000.

ELICOS Market Analysis: February 2024
This month’s report shows the figures for January and February 2024 and offers comparison with the same period in previous years. The analysis and charts provide insights into the current state of the sector, the immediate impact of the federal immigration minister’s blockade on student visa grants, and the immediate future of the sector should the federal government continue to disregard the cries from the sector for a more sustainable and fair approach.

CEO Report April 2024
It’s been another very busy month! We’ve seen further announcements from the government of changes and reviews, including the list of pathway courses exempted from the increase to English language proficiency levels and the commencement of a review of the migration points system.
We have also seen continuing challenges in our sector with student visa applications being refused at record levels. The monthly data analysis report will be coming out later this week, but members will be very aware that key markets have been badly impacted.
I've been actively engaging with members, government, media, agents and other stakeholders on these changes and challenges. This has included conversations with the office of the Minister of Home Affairs as well as the department; with the departments of Treasury and Education; with the regulators and TPS; with the other peak sector bodies; with each of the state, territory, and regional study destination organisations; and, of course, with many members and their agents. This month’s report shows the figures for January only. This provides pertinent insights into the current state of the sector, the immediate impact of the federal government’s current approach to visa processing, and the future of the sector should the government continue to choke the sector of incoming students.

CEO Report March 2024
March has seen the continuation of challenges and poor outcomes in terms of Australia’s student visa regime. Extensive and widespread delays have continued to cause uncertainty and have seen many students miss their first-semester course intakes. At the same time, student visa applications have continued to see inconsistent decision-making with very high refusal rates in certain key markets and generic explanations for these refusals.
These challenges have been exacerbated by the rushed early announcement from Minister Clare O’Neil that the new English language proficiency levels would come into effect with only two days’ notice and with many details of these changes yet to be finalised by the department.
Further announcements of changes in the visa regime have included:
· the implementation of the shift from the GTE to the ‘Genuine Student’ requirement,
· references to increasing the application of the ‘no further stay’ condition,
· the Minister’s intention to make use of the powers granted under section 97 of the ESOS Act to suspend providers from CRICOS.
This month I have travelled to attend each of the State and Territory branch meetings around the country, visited many member colleges, attended the QLD PD Fest, met with TEQSA and ASQA, attended an EVCC meeting and an Industry Peak Body Roundtable, voiced member concerns with a number of media outlets, and had many conversations with members to better understand the impact of visa refusals and delays and the issues with transparency and clarity in some of the changes.
English Australia has also been busy preparing our 2024 Annual Conference and running PD Fests in five states, publishing the Full Calendar Year Market Analysis for 2023, and much more.

CEO Report February 2024
My first month as CEO of English Australia has been a busy one! I jumped straight in on day one with the Department of Education's Integrity Stakeholder Forum’. This was a consultation with key stakeholders on a number of proposed changes to the statutory framework of international education. That set the scene and I’ve been working daily on advocating for optimising these reforms for English Australia member colleges and their students since. As I’m sure you’re all very aware, visa processing and grant rates have been front and centre once again.
I’ve also been reaching out to member colleges to arrange meetings and campus visits as part of the ‘Meet the English Australia CEO’ initiative. Please see below for more details.
Meanwhile, English Australia has also been busy gathering data for the Annual ELICOS survey, registering colleges to participate in the ELT Barometer, coordinating nationwide PD Fests, holding a board meeting, electing a new English Australia Board member, and much, much more! -

CEO Report January 2024
I am thrilled to have officially commenced my new role as CEO of English Australia. It’s an honour and a privilege to serve English Australia, its members, and the ELT sector in Australia. I look forward to getting around the country in the coming months to visit member colleges, attend branch meetings, and meet with you all.
I’m conscious as I write this report of the big shoes I have to fill and have enormous gratitude for the efforts and support of the amazing Brett Blacker, both for his work as CEO and for his support in preparing me to take over the role. I’d also like to express my thanks to the Secretariat, the Board, and the many members who have already been in touch, for the very warm and supportive welcome.

In this month's CEO Report, I reflect on the success of our 2023 Annual English Australia Conference, which celebrated our 40th Anniversary. I have continued to advocate for our members at the DHA EVCC meeting, and whilst some concerns remain, we had a major win with the end of the Pandemic Activity 408 visa.

We are excited to be hosting the 2023 English Australia Conference in Sydney this week, celebrating 40 years of quality and innovation in ELICOS. It is wonderful to see the many faces of our member colleges and VIPs of the sector together. The conference program is packed with engaging sessions focusing across areas of Regulation, Assessment, Teaching & Learning, Management, Student & Staff Support Student & Staff, alongside the plenaries featuring prominent national and international speakers. The conference also provides a wonderful opportunity to mark the special milestone of our 40th Anniversary.

The full year (YTD December 2022) ELICOS commencements highlights the strong sector recovery with growth of 155.4% versus full year December 2021. Enrolments increased by 89.6%, which was the highest level of growth of any education sector in Australia.

Quality and Quantity – Scaling Employability Support
ETS TOEFL and Successful Graduate have joined forces to combat some of these issues. Leveraging the Successful Graduate platform, ETS TOEFL have introduced relevant online modules, from comprehensive pre-departure modules for AAERI network education agency counsellors to improve upon their knowledge base, increase their confidence and provide their agencies a springboard for professional development and staff retention. As well, student-oriented modules from Finding Part-Time Work, to Professional Networking are being progressively introduced

Teacher shortage places the recovery of a decimated sector at risk
Australia’s English Language Intensive Courses for Overseas Students (ELICOS) sector is finally rebuilding following the drastic impact of COVID-19 border closures, however, colleges are facing further challenges as teachers who were forced to leave the sector because of the significant reduction in student numbers are proving difficult to lure back, placing the recovery of the sector at risk.

New enforcement action by TEQSA against academic cheating sites
Minister for Education Jason Clare Has announced that forty commercial academic cheating sites, which are accessed 450,000 times a month from Australia, have been blocked by new enforcement action from TEQSA.

Austrade’s ‘Study Australia Experience’ Boosts Engagement with Latin American Students
The Study Australia Experience website was launched in January 2022, with content translated into Spanish and Portuguese. The website features 30 Australian education institutions and provides practical advice about studying in Australia, including student video testimonials. From January to June 2022, targeted advertising reached a total of 20 million prospective students across the region, resulting in 310,000 visitors to the platform and almost 37,000 new registered users.

The end of the fiscal year is upon us and as usual it has been very busy at English Australia. The dust is now settling on the transition of the new government. English Australia will be engaging with new Ministers in the coming month to ensure our sector's value and position are understood. High on the agenda will be visa processing, which we understand has been a real issue for many members.

Austrade launches marketing toolkit enabling unified brand for international education
Education providers promoting Australian education internationally are invited to register to use the Study Australia Marketing Toolkit.
The toolkit is an online asset library that will enable a unified brand identity for Australia’s international education offering. It hosts an exciting range of templates, photography, videos, campaign assets and more.

The Impact of Global Inflation on the International Education Industry survey findings released
According to The PIE News, ALTO (The Association of Language Travel Organisations) has recently conducted a survey called The Impact of Global Inflation on the International Education Industry, which reveals that most agents and schools cannot absorb or sustain any further financial losses and that agents may need to increase their rates by as much as 9% by 2023, due to the effects of global inflation.

There have been many significant announcements over the past month. Federally, we’ve seen a changing of the guard with the Labour government on track to form a majority. English Australia looks forward to working with the new government and relevant Ministers set to be announced shortly. Our achievements of the past year were recognised with the announcement as a PIEoneer Association of the Year finalist, and we were proud to release our latest Guide to Good Practice. We have lots of projects and initiatives for members to engage in and I’m looking forward to seeing many of you at the Branch meeting/ member forums throughout June.

English Australia invites you to participate in the next wave of the Australian English Language Training (ELT) Barometer, to be conducted between May and August 2022.
English Australia has been selected to manage a project on behalf of the Department of Education, Skills and Employment (DESE) to undertake a survey of international students studying English language with Australian ELT providers, and have successfully advocated for our members to participate free of charge.
