Not spoilers at all because it's touched on in the first comic (I do plan to reiterate it at some point so the first comic doesn't become required reading to understand what's going on in the current one, it's not intended to be).

The short answer is the Krexian government is known for invading and taking over other planets that can't fend them off for whatever reason. They made Twelve's homeworld unliveable, and had a long-standing hostile occupation of Kila's homeworld, which is what led to people like Os and Kett being scattered and living in dorms the way they are.

They're usually allied with and considered almost interchangeable with the Schori. This guy hassling Kett is a Schori (it's cropped in and he's stuck in that booth so you can't really see them, but he has arm-wings that are folded up like a bat)

These fashion-forward customers at the table are Krexians (although this isn't Krex, this is a spot on Pilau's homeworld that's popular with Krexians and Schori becaue it's Krexian-owned and the building is designed to be wing-friendly):

*cough* there's some visual shorthand here, any character you see with bat wings is from the Bad Guy planet *cough*

Anyway, only the Krexians are being mentioned in the current conversation that's going on because Os and Kett showed up in what's specifically a Krexian-designed ship (the cheeky war of the worlds tripod).

Earth is considered a high-risk target for Schori-Krexian invasion because Earth in the KI setting is like real Earth with slightly more alien knowledge & alien tech acquisition.

Other planets in the setting are

a) guarded by massive military organizations organized around keeping the known serial invaders out, that have since sprawled to all levels of law enforcement (to reference the old comic, that's what Mik's job was)

b) strategically employing massive beauracracy nets that mean anyone from any planet can live there but no one can do anything against the myriad of shifting rules without being fined or frozen out of interacting with society (Pilau's homeworld is using this strategy and it's working, though it lowers average quality of life a bit)

c) a dumpster fire that no one with access to interplanetary travel wants to live on anyway
