Molecules of warmer food have more energy to release the aroma molecules so warm foods have stronger aromas and since aroma and taste are strongly linked, warmer things usually taste stronger

But also the taste buds for different flavours have different sensitivity in different temperatures: sweet, bitter and umami are easier to 'taste' in warmer foods while salty and sour in colder (that's why ice cream is just right when cold but sickeningly sweet when melted)

There's also aspect of textures, warmer foods usually are softer and colder feel crispier and depending on the food, you might want different effects. Plus fats are solidifying and so on.

So if you mean 'blander' as in 'not salty enough' then it's because your tongue literally is less sensitive to salty when warmer.
