my (head?)canon is that i don't think the iterator puppets can do much at all. i think they can move the little puppet around and raise its arms and that's about it.
i imagine their voice would come from booming speakers in the entire chamber, not just the puppet
the iterators just play with it and use it like a marketable avatar for public relations and to help little animals comprehend them, but it's not them. its like a tiny finger puppet to them
