The Umamusume traffic lane that we see in the anime has a speed limit of 30mph (50kmph), so we can probably assume that the average racing uma can effortlessly reach at least that speed. Mihono Bourbon at one point matches and outpaces a express train (generally at least 100kmph/60mph, though regional variances exist) to reach its next stop before it does, because she needs to talk to one of the passengers. So we can probably assume that top-of-the-line racing umas like Bourbon can reach at least 60mph for extended durations, and higher in short spurts if they are sprinters rather than stayers, like Bourbon is.
