If you purchase an item on GovDeals and later receive a refund, it will be less the 3% Flywire CC processing fee. . . Even though, on their website, it states that you will receive a full refund but, that they may, may retain a 1% fee. . . GovDeals and Flywire told me to go to Hellen Wait (effectively) when I complained to them and requested my full refund.

What and how can I find the currency exchange rate before sending out the required IBES fees?

I used Invoiced.com for several years and was generally happy with the product when it was priced at $19/month. They increased the price to $110/month and that's an absolutely massive increase with no meaningful justification or transition plan for long-time customers.
This kind of price hike feels completely disconnected from the needs of small businesses and freelancers who supported the platform early on.
What made this worse was the response from customer service. I reached out hoping for some explanation, flexibility, or at least acknowledgment. Instead, I received a generic, copy-paste style reply from Celeste Lavan that didn’t justify the increase, didn’t offer alternatives, and didn’t attempt to help in any way. It felt dismissive and indifferent, especially given how drastic the change was.

The university has not sent the document paid for. I understand this is a portal, but is there anyway it can be ensured that one gets what one pays for

I paid my tuition fee using the card payment option. During the payment process, the total amount displayed on the screen was 191,041 Turkish Lira. However, 200,484 TL was deducted from my card.
According to the payment details, the school received 636,000 Japanese Yen, as expected. However, I was charged significantly more in Turkish Lira than the amount shown at checkout. I was not informed of any additional fees, exchange rate changes, or extra charges during the transaction.
Could you please clarify the reason for this discrepancy and arrange a refund for the overcharged amount?
Thank you for your assistance.
