Patch Notes

Added stat tracking entries for "experimental gold".
Turned the neutral item drop sound into a local sound (2500 max distance), and lowered its volume.
Added some sound blockers to Time Lock, that prevents it from playing more than once within 0.1 seconds, or within a 500 radius.
Change mixgroup of Savage Roar's cast sound from Ultimates to Weapons.
Added some sound blockers Howl, that prevents it from playing more than once within 0.1 seconds, or within a 1000 radius. [?]
Removed the 40 seconds max duration of Eye of the Storm's loop sound.
Removed the 12 seconds max duration of Static Link's loop sound.
Updated localization files.
