What she means: Shadow and Rouge have one of the purest male-female friendships in fiction. The first person Sonic thinks to give Shadow’s discarded inhibitor ring to when Shadow is presumed dead at the end of SA2 is Rouge, who displays genuine grief at his loss. When Shadow wakes up in Heroes having been released from his stasis pod by Rouge, the first thing he does is tackle her out of danger and fight Omega to keep her from harm despite not remembering her at all. During the course of the game he trusts her with all his being to help him find answers about his past. Meanwhile Rouge becomes legitimately distressed at the thought that he might not actually be the Shadow she once knew from earlier games. During the course of the game they exchange quite a bit of friendly banter and Rouge is one of the only people who can easily get Shadow to smile. At the end of Shadow’s spinoff game as everyone celebrates his victory over the Black Arms, Rouge just continues to stare up at the sky and wonder anxiously if Shadow is okay after the fight. In Sonic Battle, Shadow is critically injured to the point of almost immediately passing out, and Rouge is so infuriated that she destroys the robot that defeated the ULTIMATE LIFEFORM with a single backwards kick. She constantly watches over him every time she returns to her club, waiting for him to wake back up, and as he sleeps, recovering, he dreams about her and thinks of her as an ally. When he later in the game has a crisis over believing himself to be nothing but a living weapon she reveals that she’s done intense research into his past precisely to alleviate his concerns and make him feel better about himself. In ‘06, Shadow drops everything every time he sees Rouge in danger, personally charging into Eggman’s base to break her out when she becomes trapped and ignoring the priceless Scepter of Darkness in favor of saving her from a nasty fall. When Rouge finds out he’s trapped in the future with no way back she immediately gives up her Chaos Emerald, a thing she’s coveted having all to herself since her first game appearance, to try to save him and bring him back, and it’s only because of her sending Omega after him that Shadow even survives at all. And near the end of the game when Shadow believes that he can’t even trust his closest friends anymore Rouge instantly drops her mask to reassure him of her loyalty and declares that she’d fight the world itself if it decided to turn against him, and for the rest of the game they never leave each other’s side. And yet despite all of this, there are still people who insist that Shadow and Rouge see each other as nothing more than business partners, not friends, and it’s honestly a travesty that their relationship goes so overlooked in favor of simply calling Shadow edgy and Rouge slutty, why are people like this, WHY
