Wow, that's awesome!! I actually got Hermes as a free gift from a more experienced player when I first joined FR, so I have plenty of emotional attachment to him. it's always so cool to see how dragons are related! As for the questions:
1. Hera is very practical and down-to-earth. She can be very bossy, and even though she is kind at heart, she's a very strict dragon. She works as the hatchling-sitter for the clan, and mostly acts like a super strict nanny. However, the hatchlings love her- they can probably sense the softness under her hard exterior.
Eryx is calm, quiet and strong. He's not very smart- think kind of like a stereotypical gentle giant. He's the town blacksmith, and is known as a reliable guy who does good blacksmith work. There's not a lot to him besides his muscles and good nature.
2. I think his main problem was probably the clash of personalities. Hera being very practical, no-nonsense, and straight-to-the-point versus Hermes' joking around and constantly trying to avoid any serious conversations or consequences to his actions wasn't a good mix. There was probably some sort of "last straw" moment but I don't really have any ideas for that lol
3. Hermes tries to completely avoid both Hera and Eryx, and is extremely jealous towards Eryx. Hera is saddened by the whole ordeal, but mostly ignores Hermes if they happen to cross paths. Eryx is probably dumb enough to just treat Hermes like a friend, as if nothing's actually happened.
4. I don't have a super good answer for this one! My only thought is that maybe one random citizen is required to join the council, and he just happened to be picked? He probably gives good advice every once in a while, but mostly he doesn't really want to be there, and often makes fun of the other council members. The advice he does give is usually tied to democracy/what the ordinary people of the town actually want, since almost all of the other council members are in some way disconnected from the ordinary folk.
5. The members of the council are the 13 dragons in my "The Council" tab! The leader is Daphne, a co-founder of the clan. She has her own backstory in her bio to refer to if needed! She's very kind, and probably tries to smooth things over between Hermes and the other council members when things get too heated. Hermes' best friend within the council is probably Atalanta. She's the youngest on the council (like 22 in human years), she's a hunting prodigy with a crass sense of humor. She enjoys Hermes roasting the older members of the council and probably frequents the pub where he performs. Hermes is vaguely friendly with 2 or 3 other members of the council, but not really enough to call them friends. His least favorite dragon is Poseidon (who also has more info in his bio if needed). He dislikes how pompous Poseidon is, and Hermes usually calls him "Donnie" instead of his real name just to spite him.
6. Not really lol. Feel free to name them and give them personalities if you want.
7. Hermes tries to be as busy as possible- he's the kind of dragon who doesn't like to sit alone with his thoughts for very long. He probably just tries to eat and sleep at home- but if he does stay home for longer, he's an excellent cook, and probably tries to invent new dishes for him and his birds to try out. Hermes also only removes his cloak to sleep or bathe, but he does so very secretly. He doesn't really want the townspeople to see him without his cloak. (I still haven't really come up for a backstory of "why does he wear an invisibility cloak" lol)
I'm really excited to see what you come up with! I don't really have a super solid story for this guy, Hera, or Eryx yet so feel free to take creative liberty lol. Thank you!!
