Recent releases of
torchandtorchvision(and soontorchcodec) are causing CI failures. This PR temporarily caps these dependencies to unblock CI for other PRs.Additionally, since new releases often break our tests, we may want to keep these version limits permanently to prevent issues with our PyPI package releases.
