Information

The in game description is wrong, as it only reduces damage of Spell Damage such as Storm Bolt.
It does not reduce damage of Magic Damage such as attacks from Frost Wyrms.

Damage Reduction

Heroes take only 70% damage from Spell Damage because of their armor type. Combined with Runed Bracers, this results in a total damage reduction of 53.1%.

Damage taken = 0.7 * (1-0.33) = 0.469 = 46.9%

Damage reduction = 1 - Damage taken = 0.531 = 53.1%

Runed Bracers do not stack, so having more of them will not decrease spell damage further.
