This item adds an orb effect, for more information see: Orb Effects.

Adds 5 bonus damage to the attack of a Hero when carried. The Hero's attacks also become ranged when attacking air, and have a 30% chance to dispel magic and slow the movement speed of the enemy for 15 seconds.
Deals 200 bonus damage to summoned units.

Information

The in game description says, it only slows for 3 seconds, however the actual slow duration is 15 seconds for units and 5 seconds for heroes.
It also prevents movement for 3 seconds for units and 1 second for heroes.

The Orb of Lightning is great to catch units and prevent them from running away.

When you use purge, that unit's movement speed will be reduced to 150. That unit's movement speed will start returning to its default value in the last 1/5 of that spells duration - in other words, if Purge duration is 15 seconds, move speed will return to normal over 3 seconds. If duration is 5 seconds, it will return over 1 second.
